It's a structural characteristic of how fat is stored beneath the skin in women, where the fibrous connective tissue runs vertically rather than in the diagonal pattern found in men's skin, allowing fat to push upward and create the dimpled appearance. This is why very lean, fit women have cellulite, and why it has almost nothing to do with being overweight. Treating it purely as a fat loss problem misunderstands what it actually is.
